Description

Pre-Solicitation Notice

The National Park Service intends to issue a Request for Quote (RFQ) for a Historic Resource Study of the Ulysses S. Grant National Historic Site, St. Louis, Missouri, on or about January 15, 2025.

The NAICS code is 541720 - Research and Development in the Social Sciences and Humanities, with a small business size standard of $28M.

This requirement is being procured in accordance with FAR Part 13 - Simplified Acquisition Procedures.

The work involves performing work as defined in the Scope of Work (SOW) which will be provided when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation and SOW. A Firm Fixed Price award is contemplated from the solicitation with an award to the offeror providing the best value, based on the evaluation criteria outlined in the solicitation, once issued.

Evaluation of quotes will be based on the following in the Solicitation:

1) Technical (Strategy, Personnel, Schedule, etc.)
2) Past Performance
3) Price

The solicitation package will include the Solicitation Form (SF18), Scope of Work and other documents as required. Documents will be posted to SAM.gov - Contract Opportunities on or about 1/15/2025.

Offerors must be registered in the System for Award Management (SAM) to participate in this requirement with an active registration and meet the small business size standard for the selected NAICS code stated in the solicitation. The SAM website can be found at https://www.sam.gov. Payments after award will be made via Electronic Funds Transfer using the data within the offeror's SAM registration.
