Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL 33612, intends to negotiate on a sole source basis with Veterans Healthcare Supply Solutions, Inc., pursuant to 41 U.S.C.253(c)(l)-Only one responsible source and no other supplies or service will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This procurement is for the Essenz Perfusion System (BRAND NAME) manufactured by LivaNova USA Inc. VHSS is an SDVOSB entity and the only SDVOSB entity authorized to distribute SORIN/LivaNova USA, Inc products. The VA currently has a Mandatory Use NEC Contract in place for the SORIN S5 H-L Machine under Contract 36C10G22D0002, which is the rationale for all VHA Services being required to purchase the SORIN S5 H-L Machine to support all Cardiotharacic Surgery Departments. Purchasing the Essenz Perfusion System from VHSS will reduce the need for additional training and supplies in that the Essenz is a product of current vendor Sorin/LivaNova USA, Inc. It is imperative that the Service receive the Essenz Perfusion System such that all Perfusionists are fully trained on the new System and that will be a seamless transition with uninterrupted service for our critical Veteran population who are dependent on this life-sustaining device during critical open heart surgical procedures. The Essenz Perfusion System is the only non-obsolete system with the capability to interface with current devices being used in the open-heart operating suite in addition to two (2) Certified Cardiovascular Perfusionist already trained on the LivaNova Heart-Lung Systems. The Perfusionists only require training of system upgrades between the current SORIN S5 H-L Machine and the Essenz Perfusion System. All responses received before the closing date and time of this notice of Intent for Sole Source Award to Veterans Healthcare Supply Solutions, Inc. will be considered by the Government. A determination by the Government to restrict competition of the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will typically be considered for the purpose of determining whether to solicit this requirement competitively. If no affirmative responses are received before the closing date and time of this notice to determine whether a qualified source is advantageous to the Government then a contract is intended to be awarded to Veterans Healthcare Supply Solutions, Inc. The NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) and corresponding Business Standard is 1,250 Employees. FAR Part 13, Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Products will be utilized for this procurement and is not expected to exceed the threshold of $7.5M specified in FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.
