Description

The Louisville District intends to issue a Solicitation for the Construction of Rough River Dam Safety Modification Phase II: New Outlet Works and Cutoff Wall Project.

The contractor shall furnish the equipment, materials, manpower required, and perform the work in accordance with the terms of the contract. The proposed work involves specialized site-specific equipment capable of constructing a new outlet works and excavation and placement of a cutoff wall based on the geology at Rough River Dam. The contractor must have the capability to meet construction deadlines and working in confirmed sites. The ability to ensure continuity of the cutoff wall segments is essential to the success of the project. In order to minimize the technical risk, the contract specifications will include extensive geological and geotechnical engineering data to enable offerors to acquire a thorough understanding of the site conditions.

The Contract type is a Firm Fixed Price Contract. The contract award will be based on a best value tradeoff.

This is a full and open procurement. This project requires the HubZone 10% price evaluation. All Large businesses shall submit a subcontracting plan.

This NAICS code shall be listed on the contractor’s “ACTIVE” SAM account prior to submitting a quote.

Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor.

The offeror shall complete the price breakout for the actual solicitation. The total evaluated price will be determined by adding the total of all line items from the price breakout schedule. Award will not be made to offerors who do not provide reasonable and realistic prices for all line items listed in the price breakout schedule.

ANTICIPATED “DRAFT” SOLICITATION RELEASE DATE: Mid September.

ANTICIPATED “FINAL” SOLICITATION RELEASE DATE: Late November.
