SOURCES SOUGHT NOTICE

This Sources Sought Notice is being issued for market research purposes ONLY and shall not be construed as a Request for Proposal (RFP)/Request for Quote (RFQ) or as an obligation on the part of the requestor to acquire any products or services. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications from capable vendors. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict the Washington Headquarters Services, Acquisition Directorate (WHS/AD) to the ultimate acquisition approach.

If an RFP/RFQ is issued, it will be issued by the appropriate Government Contracting office and posted to the appropriate Government Point of Entry (GPE). The requestor does not intend to pay for the Information  requested herein. All information provided is for Government planning use only. If proprietary Information is provided, please mark as Proprietary for Government Use Only. This Sources Sought Notice is being released by the Department of Defense (DoD), Washington Headquarters Services (WHS) Acquisition Directorate (AD) on behalf of the Office of the Secretary of Defense (OSD), Cost Assessment and Program Evaluation (CAPE). WHS(AD) is performing market research by issuing this Sources Sought Notice to obtain information and assist in determining the available, interest, and capability of potential firms to provide services for CAPE Analytic Innovation Lab (AIL) Data Science Support Services. The estimated period of performance for this requirement is for one 12-month base period, and 4 (four) 12-month option periods. Please reference the Draft Performance Work Statement (PWS) for specific details as it pertains to the requirements of this notice.

This acquisition is a follow-on to contract number HQ0034-19-F-0250 that was awarded to Deloitte Consulting, LLP., which is due to expire on May 7, 2024.

Security Requirements:  All submissions must include verifiable information about its firm’s ability to comply with the security requirements for this effort. Firms must have a Top-Secret Facility Clearance. The contractor staff shall have the ability to have a Secret and Top Secret Clearance with SCI eligibility.   Please refer to the Draft PWS for further information regarding the security requirements.

Submission Requirements:

Interested firms should submit responses to include a capabilities statement covering experience, staffing and technical capabilities. Businesses having the capabilities necessary to perform the stated requirements may submit capability statements via email to:

Responses must be submitted not later than December 8, 2023, 9:00AM Eastern Standard Time (EST). Capability statements will not be returned. No phone calls related to this Sources Sought Notice will be accepted. All correspondence shall be via email.
