Description
The Department of Health and Human Services (HHS), Neuro-Oncology Branch (NOB), a trans-institutional initiative sponsored by the National Cancer Institute (NCI) and the National Institute of Neurological Disorders and Stroke (NINDS) at the National Institutes of Health (NIH) plans to procure, on a sole source basis, to maintain and provide preventive maintenance for the following (1) Government-owned equipment:
- One (1) Thermo Scientific DXR2xi Raman Imaging Microscope, Serial Number AXX1606025.
This shall include preventive maintenance services for the additional high-resolution, Fourier-transform infrared spectroscopy (FTIR) diffraction grating components:
- One (1) Thermo Nicolet FTIR high resolution grating for 785 nm laser,
- One (1) Thermo Nicolet FTIR high resolution grating for 532 nm laser,
- One (1) Thermo Nicolet FTIR notch filter/grating for 532 nm laser.

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 and the business size standard is $34.0 million.
The Neuro-Oncology Branch (NOB), National Cancer Institute (NCI), National Institutes of Health (NIH), uses a Thermo DXR2xi Raman spectroscopy-imaging microscope system, equipped with additional Thermo Nicolet high resolution grating modules and notch filter, to characterize subcellular metabolism in cancer cells and tumor tissue. Down-time of this instrument must be kept to a minimum, since these pre-clinical translational research studies help to develop robust therapeutic programs for cancer patients enrolled in clinical trials.
The NOB requires preventive maintenance services for this customized system. Thermo Electron North America LLC is the sole provider since the hardware and software of the DXR2xi Raman spectroscopy-imaging microscope system are proprietary in nature; Maintenance and latest software updates are only available through Thermo Electron. This vendor has exclusive proprietary rights to all required maintenance on their equipment; no third party is authorized to maintain or to repair this system, or to provide the most current software updates. Thermo Electron is the only vendor with access to all repair parts and all other resources to keep the system fully operational.
This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist, David Romley at David. no later than 12:00 P.M. EST on Tuesday, February 27, 2024 (2/27/2024). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV. Please reference the notice number 75N91024Q00044 on all correspondence.
