Description

INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the EHRM Infrastructure Upgrades Construction project at the Harry S. Truman Memorial Veteran s Hospital in Columbia, MO. PROJECT DESCRIPTION: Contractor will provide all labor and material to facilitate a construction project to upgrade the facilities electric, HVAC, Fiber, and IT network to allow for the new Electronic Health Record Modernization (EHRM) system. The scope of this project includes but not limited to the following IT network infrastructure improvements: Electrical (electrical panel upgrade, power (normal, emergency)), Bonding, UPS, Building Management System interfaces, upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space (demo, new construction, finishes), communication infrastructure (new data outlets, patch panels, upgrade to Cat 6A cable) in building as necessary, physical security upgrades, upgrade fiber infrastructure backbone campus wide within buildings and between buildings, install diversified path to data center for WAN, hazard material abatement. New redundant fiber installation from service provider entering westside of hospital and between data closets. Project buildings include: Buildings 1, 2, 14, 15, 22 and site. ADMINISTRATIVE: The solicitation will be issued as a Request for Fee Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued early May 2022. The period of performance is approximately 424 calendar days from the issuance of the Notice to Proceed. The VAAR Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00. This notice is not a request for competitive offers.
