This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY. This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code 221122, and establish that there are adequate Large and/or Small Business (HUBZONE 8(a) or Service Disabled Veteran Owned Small Business) contractors for providing repair services for a high voltage utility line at Fort Mifflin. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov).

The Philadelphia District of the Corps of Engineers intends to procure repair services for a high voltage utility line at Fort Mifflin during Fiscal Year 2024.

The Government is issuing this Request for Information (RFI) to identify resources available to complete the required work.

INTENT

The intent of this acquisition is to execute a service contract for restoring power on a high voltage line. The anticipated period or performance is 1 July 2024 - 1 October 2024.

SCOPE OF WORK

Fort Mifflin Project Office is located behind the Philadelphia National Airport and parallel to the Delaware River Front. Fort Mifflin facility provides electricity to the National Guard, Old Historic Fort Mifflin, and the coastal waterway navigation lights. The main electrical utility line from PECO, enters the property from the Northwest side of the property by the disposal area. ​

The contractor shall provide a crew with a high voltage bucket truck, tools, equipment, and labor necessary to return the high voltage line to normal status. The High Voltage Utility Line Company should be able to restore service on a high voltage line. The contractor will inspect and replace the 2 current poles that has been degraded by fire and components on the pole to include the glass insulators and wooden crossarms on poles. The contractor will place existing cables and wire to the new poles. Contractor will remove old poles. The contractor will inspect the line to ensure all components are working properly when power is restored after work is complete.

All interested Large Business, Small Businesses, certified HUBZONE, 8A, Women-Owned Small Businesses, or Service-Disabled Veteran Owned Business contractors should respond to this survey by email on or before 1 May 2024 at 1:00pm EST.

Responses should include:

  1. Identification of the company’s small business status.
  2. Contractor’s Unique Identifier Number and CAGE Code(s).
  3. Descriptions of Experience – Interested vendors must provide no more than (3) example projects completed in the past 5 years where the interested firm demonstrated capability of performing the required work. Example projects must be of similar size and scope.

Based on the information above, for each project submitted, include:

  1. Current percentage of project completion and the date it was or will be completed.
  2. Scope of the project.
  3. Size and dollar value of the project.

Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of the contract with the firm’s own employees. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.
