Contractor Question: In reviewing the market, we have found limited quantities of some of the bearings in New Surplus (NS) condition. We would not use NS bearings unless the customer specified, we should use them.
Government Answer: For bearings, new surplus is generally acceptable as long as 1. Part pedigree is solid (for example, the bearings haven’t been passed around between distributors for years and Original Manufacturer cannot be found) and 2. The bearings are no older than 10 years since manufacturing. If between 5 and 10 years, then the oil that the bearings are stored with in their packages needs to have been replaced at least once.

- The proposal acceptance, the number of days the proposal is good for, date has been extended from 90 days to 120 days.
Contractor Question: Is the government considering giving manufacturing authority to awarded source and/or their manufacturing STS to produce sub-components of the gearboxes that DLA cannot manage, or have no active manufacturer, or have no current source of supply in the defense industrial base?
Many of these components are very old, and designs probably outdated, so we're trying to identify a solution to fill in the gaps that already exist, and will likely grow as time goes by.
Government Answer: From the SOW, Contractors must have their own supply chain established and maintained during the duration of the contract. Contractors will not be allowed to purchase parts from DLA, but they should have access to the approved sources.
If the awarded source desires to become an approved source for sub-components (aka receive manufacturing authority), they will need to demonstrate that they can successfully manufacture the part(s) and then become qualified and approved by the Air Force. Currently there are no gaps in approved sources for sub-components so there is no explicit need for a new source, but adding an additional source is generally favorable. Additionally, becoming an approved source would NOT be part of this contract. Becoming qualified to produce parts would be a separate process and usually contractors will fund their own efforts.

- Contractor Question: We'd like to ask does the USG intend on procuring, or have stock of all sub-components needing replacement upon receiving inspection (during the TT&E phase) for all 20-40ea. gearbox assemblies? In other words, will DLA supply the awarded source with these sub-components when the TT&E reports are submitted on WAWF or CAVS?
- Government Answer: The USG and DLA will not supply any sub-components for the gearbox. The contractor will need to set up their own supply chain and supply all parts needed to remanufacture the gearbox. DLA is also unable to supply any information on suppliers or potential suppliers.
