OVER WATER INSTALLATION OF SUNSHADE

The Operational Contracting Division, Air Force Test Center, Eglin AFB, FL intends to solicit, 
negotiate, and award a Firm-Fixed Price contract for the installation of a Marine Sunshade. This 
acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, 
and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only 
solicitation; a quotation is being requested, and a written request for quotation will not be 
issued. This solicitation is issued as Request for Quotation (RFQ) FA2823-23-Q-A025. The North 
American Industry Classification System (NAICS) code for this acquisition is 332311, with small 
business size standard of 750 employees. This is a 100% Small Business Set-Aside. Offerors will be 
evaluated on a best value determination basis IAW FAR 13.106-1(a)(2)(i) and the award will be made 
to the quoter whose quote, conforming to the solicitation represents the best value to the 
government, price and other factors considered. In no particular order of significance, the 
following factors shall be used to evaluate quotes; technical capability of the service offered to 
meet the government requirement, past performance and price. There will be no advance payments.

CLIN 0001: Installation of a marine sunshade as defined in attached Performance Work Statement 
dated 11 January 2023.

QUOTE SUBMISSION: Quoters shall provide any necessary literature in order to determine technical 
acceptability in accordance with the Performance Work Statement. Quoters shall provide any 
necessary documentation to verify past performance: Please provide persons of contact for similar 
previous work.

PERIOD OF PERFORMANCE: COMPLETED ON OR BEFORE 2 JUNE 2023 AWARD WILL BE MADE TO THE BEST VALUE 
QUOTE.

Please provide SAM UEID or CAGE Code. All quotes must be good for 60 days. Best Value Determination 
will be used.Offerors must be registered in System Award Management (SAM) in order to be eligible 
for award. All vendors are encouraged to answer any questions ahead of time and all questions are 
due by 2:00pm CST on 28 April 2023. All answers to questions will be posted to SAM by COB 2 May 
2023. If your company is capable of providing this service, pricing and any literature must be 
received NLT 12:00 PM, Central Time on 5 May 2023. It is expected to have technical evaluations of 
quotes completed by 10 May 2023 and it is expected to have this requirement awarded by COB 12 May
