Description: PRE-SOLICITATION NOTICE: This is NOT a request for proposal or invitation for bid. The 45th Contracting Squadron, Patrick SFB, FL announces the anticipated release of Solicitation number FA252123B0008 being issued as an Invitation for Bid (IFB). All applicable provisions and clauses will be included in the actual solicitation document. This electronic announcement constitutes the only pre-solicitation notice being issued.

This IFB is being set aside to SBA 8(a) concerns; all others will be deemed non-responsive.  In accordance with FAR 19.802, Determining eligibility for the 8(a) program, a SBA 8(a) concern is not eligible for a set-aside award under the 8(a) program unless SBA designates the concern as an 8(a) participant in the Dynamic Small Business Search (DSBS) at https://web.sba.gov/pro-net/search/dsp_dsbs.cfm. SBA's designation also appears in the System for Award Management (SAM). Contract award will be based on FAR Part 14, Sealed Bidding. An award will be made to the responsible bidder (IAW FAR 9.104-1) whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation.

Description of project: The work to be performed under this project consists of providing all labor, equipment, and materials to repair by replacement the existing overhead Feeder 5 with new overhead lines and poles.  Project scope includes removal of overhead electrical distribution lines, poles, pole hardware, guy cables/anchors, and electrical equipment. Installation of new overhead open wire and triplex circuit including all poles, pole hardware, guy cables/anchors, and electrical equipment. Terminate and install new primary feeder wires and cable. Install new Load Break Switch, manholes, and underground duct bank near Hogan's Bypass, at Ascension Auxiliary Airfield (AAAF), South Atlantic Ocean.

Period of Performance: 660 calendar days, to begin 10 days after issuance of the Notice to Proceed (NTP). NTP to be issued within 30 days after award.

Size Standard: $45.0M

Magnitude of Construction: IAW FAR 36.204: Between $5,000,000 and $10,000,000.

Additional Information: The applicable NAICS code is 237130 Power Communication Line and Related Structures Construction. The acquisition will be a competitive set- aside for eligible SBA 8(a) concerns. The IFB will be available by electronic transmission only at http://www.sam.gov.

The IFB is expected to be available on or about 30 August 2023

This project will have a Pre-Bid site visit at AAAF.  Detailed instructions for site visit attendance will be provided with the IFB.

This acquisition is being issued under FAR 19.805 Competitive 8(a) and solicited via Invitation for Bid.

Potential bidders must be currently registered in System for Award Management to be eligible for award. (See internet site: https://sam.gov)

Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
