Description

The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisition Division, intends to procure armed Protective Security Officer (PSO) services for Philadelphia, PA Metropolitan Area. This requirement is being solicited in accordance with FAR Part 12. The armed PSOs will protect federal personnel and property at this location. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW).

The Period of Performance is for a one-year base period with four one-year option periods. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This acquisition is being solicited under full and open competition. Resultant task orders under this contract will be firm fixed priced. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The submission requirements and evaluation criteria will be defined in the solicitation.

The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management.

The security clearance requirement is Secret. All offerors are required to possess this clearance at time of the proposal submission date. Each offeror should provide a written statement as a part of their proposal confirming they possess this clearance.

A Pre-Proposal Conference will be conducted via Microsoft Teams on Thursday, 02/10/2022, at 11:00 AM Eastern Time (please note the date change). All interested parties are invited to attend a briefing of this procurement. The briefing will cover items as the evaluation criteria, technical factors, post exhibit, pricing, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended. Contractors wishing to attend the conference should email Tom Schrank (thomas.schrank@fps.dhs.gov) and Danielle Brown (danielle.brown@fps.dhs.gov) with the Point of Contact information and all attendee information no later than Friday, 02/04/2022, at 3:00 PM Eastern Time. The request shall include company information, such as the Company name, address, DUNS #, Cage Code, Business Size designation, address, phone number, and email address of the planned attendees. An invite to the meeting will provided after 02/04/2022 once all attendee information has been received. This conference will be 100% virtual via MS Teams and there will be no dial-in provided for this conference.
