Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This synopsis/solicitation 1305M223QNCNM1324 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-05
The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Office of Marine Sanctuaries (ONMS) requires the development of a facility strategy for the proposed new sanctuary Lake Ontario National Marine Sanctuary. The period of performance is one year from date of award.
The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA).
This RFQ is being issued as a Small Business Set-Aside. The associated NAICS code is 541330, Engineering Services, with a Size Standard of $25 million.
Additionally, each offeror must provide the following information with the quote:
- The Request for Quote (RFQ) number;
- The Name, Address, Telephone Number, and DUNS Number of the Offeror;
- Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
- A list of Key Personnel, names, titles, and contact information shall be provided.
- Acknowledgment of Solicitation Amendments (SF-30), if any, and;
- Completed Past Performance Reference form.
