Description
The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for Replacement of Two Trane HVAC Air Handling Units and Two (2) Trane Condensing Units at the NOAA Beaufort NC Laboratory NOS Office. All work shall be completed within 90 days from receipt of a contract award. All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4401 Rev 18, Date of Last Rev. 03/15/2022.
Site Visit
All vendors are highly encouraged (but not required) to attend a site visit at Beaufort Laboratory. Vendors who are interested in scheduling a site visit shall contact the Government Technical POC at least 48 hours prior to the site visit. During the site visit, prospective vendors will have the opportunity to review existing site conditions and inspect locations around the facility and ask any questions regarding the requirement. The Facility Manager, and Government Technical POC will be available to answer questions during the site visit.

Quotes shall be FOB destination,
The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.
This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating and Air Conditioning Contractors, with a size standard of $16.5M.
Additionally, each offeror must provide the following information with the quote:
- The Request for Quote (RFQ) number;
- The Name, Address, Telephone Number, and DUNS Number of the Offeror;
- Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
- The Contractor shall provide with their quotation, at least three (3) past performance references of successful projects relevant to the requirements in this RFQ
- Acknowledgment of Solicitation Amendments (SF-30), if any,;
All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on May 18, 2022; any award resulting from this RFQ will be made based on best value to the Government. Factors considered (but are not limited to) include technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov .

The anticipated award date is on or about April 24, 2022.
The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
