Synopsis:

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 “Synopses of Proposed Contract Actions.”

Outplanting Spring Chinook Salmon above Green Peter Dam

The U.S. Army Corps of Engineers, Portland District (USACE), intends to negotiate/award a sole-source, purchase order with the Oregon Department of Fish and Wildlife (ODFW). The purpose of this requirement is to furnish spring Chinook salmon outplanting above the Green Peter Dam (Quartzville Creek/Middle Santiam River).  Fish outplanting is to assist USACE in fulfilling mitigation obligations for Willamette Valley Project Dams. 

Work includes the following:

  1. ODFW will utilize the Foster Fish Facility to facilitate activities described above.  Foster serves as the collection, holding, and transfer facility for outplanting adult fish above Foster and Green Peter Dams. Outplant healthy adult hatchery spring Chinook Salmon in the amount of 750 (+/- 50) – subject to availability.
  2. Submit report that will include age, sex ratio, and length of hatchery salmon and scan/sample all adults for coded wire tags and submit to the RMIS database. 

ODFW will utilize the Foster Fish Facility to facilitate activities described below.  Foster serves as the collection, holding, and transfer facility for outplanting adult fish above Foster and Green Peter Dams.

The Period of deliveries is anticipated to be 1 June 2024 through 31 October 2024.

Pursuant to 10 U.S.C. § 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 13.106 -1 and the Defense Federal Acquisition Regulation (DFARS) 206.302-1, only one responsible source and no other vendor will satisfy agency requirements.

A SOLICITATION WILL NOT BE POSTED
 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date.  If no affirmative written responses are received by 10:00 AM Pacific time on 24 November 2023, the Contracting Officer will proceed with the sole source action. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.  Electronic responses and questions shall be submitted via email to BOTH POCs listed, below.  The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
