**The solicitation is hereby amended to include the attached Questions and Answers and the following RFP changes:  Add Clause HSAR 305.225-70 Requirement for Use of Certain Domestic Commodities (MAR 2013)(DEVIATION 13-01) and the following change under III.18 - General Evaluation Information, (b)(1): will now read; "Upon complete evaluation of the technical proposal, the Final Technical Evaluation Score is more important than Past Performance.  All non-price factors when combined are approximately equal to Price in importance."

The Law Enforcement Safety and Compliance Directorate (LESC) – on behalf of U.S. Customs and Border Protection (CBP), on behalf of the Department of Homeland Security (DHS), is soliciting proposals in response to request for proposal (RFP) 70B06C23R00000004 for Level IIIA Body Armor.  The Government intends to make up to two (2) awards resulting from this solicitation.  However, the Government reserves the right to make additional awards or a single indefinite delivery indefinite quantity (IDIQ) contract award if the quality and pricing of the proposals received would be in the Government’s best interest.  The anticipated contract(s) will be issued with a seven (7) year ordering period. 

All items are defined in the statement of work (SOW), which is included as Attachment 1 – Statement of Work.  Request for proposal (RFP) 70B06C23R00000004, is issued as a 100% Small Business Set Aside.  The associated North American Industry Classification System (NAICS) code is 315990, (Apparel Accessories and Other Apparel Manufacturing). The SBA size standard is up to 500 employees.

Potential proposers MUST register at https://beta.sam.gov in order to receive notification and/or changes to the solicitation.

All interested parties must be registered in System for Award Management (SAM) pursuant to applicable regulations and guidelines prior to award.
