THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-l(d). The Naval Air Systems Command Patuxent River (NAVAIRSYSCOM) intends to award a contract to procure Radio Frequency Blanking Units (RFBU) production units and logistics support documentation. EA-18G, F/A-18E, and F/A-18F currently have Enhanced Interference Blanking Units (EIBU) that are obsolete and need to be replaced. The RFBU procured will be a form, fit, function replacement of the EIBU that addresses obsolescence with options to provide growth. The anticipated period of performance for this effort is forty-eight (48) months from the date of award. 

As the original equipment manufacturer and sole designer of the RFBU, only Mnemonics Inc., has the established supplier base and management, engineering, and manufacturing processes that are critical pieces of the RFBU. MNI possesses the technical and engineering data, unique and specialized engineering capability, unique logistics support experience, subject matter expertise, resources, configuration control, and detailed knowledge/familiarity to furnish the supplies and services anticipated within the required timeframe. 

THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(l), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
