The 90th Contracting Squadron is issuing this sources sought announcement, FA461323Q1009, for work at Francis E. Warren Air Force Base (FE Warren AFB), Wyoming.  The North American Industrial Classification System (NAICS) code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business standard of $16.5M is to be used for market analysis only to determine the availability of potential small business categories for potential set-asides.  No award will be made from this sources sought announcement.  No solicitation is available at this time.  All responses will be used to determine the appropriate acquisition strategy for the future requirement.  Based on the responses to this sources sought/request for information notice the requirement may be set aside for small businesses or procured through full and open competition.  All small business set-aside categories will be considered.

All interested parties are invited to provide comments on the attached draft Performance Work Statement and to submit any questions they may have regarding the requirement.  All comments and questions need to be submitted electronically via email.

All interested parties are invited to provide responses using the attached Contractor Response Form to answer our questions.

90 CS Premise Wiring Upgrade Building 333 is proposing to use a brand name justification for the faceplates and jacks from Optical Cable Corporation (OCC).  OCC manufactured parts are used for other buildings on FE Warren AFB so a small amount of stock is maintained for ongoing repair and maintenance needs.  It would a large burden on the Government to track different brand parts for each building and would not be feasible to maintain a small stock for each building.

We are anticipating a solicitation date of 07 March 2023 and a site visit on 15 March 2023.  This is an estimated schedule of solicitation and is subject to change.  Funds are not presently available for this effort.  No award will be made under the solicitation until funds are available.  The Government reserves the right to cancel the solicitation, either before or after the closing date.  In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs.
