Description
The 17th Contracting Squadron at Goodfellow AFB, TX is issuing a solicitation for Troopwalk Repair. The period of performance will be 60 days after receiving Notice to Proceed. All responsible vendors may submit a proposal to the 17th Contracting Squadron. Oral proposals WILL NOT be accepted. A Firm Fixed-Price award will be made to the responsible offerer whose proposal conforms to the requirements of the solicitation and is the most advantageous to the Government. Project Details:
Demolition of: One full troopwalk slab in critical condition, A portion of another troopwalk slab in similar condition, Approximately 250LF of concrete and brick pavers.
Installation of: New troopwalk slab to replace demolished sections, New concrete and brick pavers.
Problems: Several problems include failing troopwalk slabs and brick pavers leading to tripping hazards, poor drainage conditions, and silt collection along the troopwalk. Risk factors include the potential of vehicles to drive on troopwalks, including EM vehicles. These problems are required to be fixed by this construction project.
Projected Quantities and Requirements: Current projected quantities are approx. 30CY of new concrete and approx. 250LF of new brick pavers. The new concrete will be of higher required strength, and the new troopwalk installation will be thicker, and have steel reinforcement to replace damaged sections with better, more sustainable troopwalk sections to require less maintenance over its lifetime.

Environmental Concerns: Dust control, debris control, recycling demo'd material, concrete washout. Environmental concerns are met as identified in the SOW.

Site Visit scheduled for 10 July 2024 @ 10:00 AM Central Daylight Time. The site visit will be held near B447. Please submit base access letters by 08 July 2024 @10:00 AM Central Daylight Time. Interested parties should submit completed Attachment 5 "BAL Template" to uibin.kim.1@us.af.mil and patrick.berger@us.af.mil no later than 08 July 2024 for base access.
Vendor should submit questions in writing to uibin.kim.1@us.af.mil and patrick.berger@us.af.mil by12 July @ 2:00 PM CDT. Questions received after this date will not receive answers.
The solicitation closes and vendor quotes are due 19 July 2024 @ 3:00 PM CDT. Submit to uibin.kim.1@us.af.mil and patrick.berger@us.af.mil. Quotes received after this date and time will not be considered for award.
Note: Proposals must conform to "Section L - Instructions, Conditions, & Notices to Offerors or Quoters" contained within the solicitation document to be considered eligible for award. Vendor proposals will be evaluated in accordance with "Section M - Evaluation Factors for Award" in the solicitation document. Vendors must also acknowledge receipt of all solicitation amendments.
