Description
SYNOPSIS
The U. S. Department of the Treasury (Treasury), Office of Privacy, Transparency, and Records (PTR) is conducting market research to determine available sources for a potential procurement requirement on behalf of the Office of Intelligence & Analysis, Cyber Intelligence Directorate (OIA-CID). This is NOT a formal solicitation or request for proposals, proposal abstracts, or quotes. The purpose of this notice is to obtain information from industry contractors regarding their interest, capabilities, and recommendations to provide a web-based application resource that specializes in blockchain intelligence data aggregation from world leading cryptocurrency intelligence data providers, as well as negotiated hours of remote software engineering support.

GENERAL PURPOSE
1.0 Purpose
The Treasury may have an upcoming opportunity for subscription to a web-based application resource that specializes in blockchain intelligence data aggregation from world leading cryptocurrency intelligence data providers, as well as negotiated hours of remote software engineering support. This tool and subsequent support would enable OIA-CID to provide mission-critical research to Treasury Leadership that would inform a variety of actions, help answer time-sensitive questions, and identify emerging items or issues of interest regarding crypto data. Information derived from this resource and the support would ideally be aggregated into customized dashboards, acting as a “translator” of the sought data. This tool and support must be dedicated to aggregating crypto data pulled from multiple primary and secondary sources, and not the direct data company.
1.1 Acquisition Approach
The Treasury has not determined the acquisition approach. Any results of this RFI will assist PTR, OIA-CID and the Office of Business Solutions Acquisition (OBSA) Procurement Office in determining an acquisition strategy about how to proceed.
RFI REQUIREMENTS
2.0 Description of Information Requested
OBSA is requesting information regarding the respondents’ capabilities in providing the aforementioned required accounts to an online blockchain aggregation service.
- Provide company information, to include:
- Company name and address;
- Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);
- Company point(s) of contact including name, phone number, address, and email; length of time in business;
- Geographic presence;
- Company experience in providing valuation services to government or commercial entities;
- Provide any pertinent information that will assist us in this assessment.
- Contract Number and value/capacity; and
- Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).
TASK REQUIREMENTS
3.0 Technical Requirements
The purpose of this requirement is for the Intelligence & Analysis, Cyber Intelligence Directorate (OIA-CID) is to obtain the following subscription services:
- Subscription to a web-based application: aggregating and integrating crypto data and cryptocurrency blockchain intelligence data, with the ability to build customized dashboards, for at least 20 users. (OIA-CID is not seeking a subscription directly with the data companies, but to an aggregator or translator of said data).
- Remote Software Engineering Support: at least 24 hours per week, or a total of 1,248 hours. Engineering support includes the following but is not limited to building additional customized applications based on OIA-CID’s mission requirements.
The Contractor shall provide online access to the digital libraries specified in the contract vehicle.
INSTRUCTIONS AND RESPONSE GUIDELINES
Responses to this RFI may be provided through a capabilities statement which shall include the information listed in 2.0 above. This RFI is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. The Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this RFI should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. The Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with RFI # 2032H323N00011 and are due no later than Tuesday, May 2, 2023 at 12:00 PM EDT. All interested parties must submit their responses via email to: Angela C.
