  16. Description:
    The Government requires continued Advanced Operations, Engineering and Architecture Information Technology (IT) Support services for the N-WAVE program. N-WAVE support is a critical requirement under NOAA’s shared services operating model, which provides national IT network infrastructure support for NOAA and Other Government Agencies (OGA). N-WAVE leverages partnership within the Science, Research, and Education (SR&E) community and provides a large set of IT technical services ranging from national network transport, Trusted Internet Connection (TIC) services, direct connect to Cloud services, and facility/campus-level network services. NOAA requires services to both maintain and obtain specialized Tier-3 IT network engineers and architects, and chief Cloud network transport architects that support the Transport and Network Services portfolios of N-Wave operational services critical to NOAA's mission. The contractor must have immediate and intricate knowledge of the current N-Wave SR&E cloud transport service model and Tier-3 network services operations program in order to be successful from the time of award.
    Proposed period of performance is 26 September 2022 – 25 September 2027.  The contracting officer has determined the use of a sole source is required because there is only one source.  Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
    The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1.  Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
    The subject solicitation will not be made available through the Government Point of Entry (GPE).  Interested parties may request a solicitation by email from the Contract Specialist identified in this document.
