Description

SYNOPSIS:  The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for Gate Replacement at Hills Creek Dam, located in Linn County, Oregon.

PROJECT DESCRIPTIONS:

Hills Creek Dam is located southeast of Eugene OR close to the town of Oakridge.  The main purpose of the reservoir is to provide flood protection. The first two of the Tainter gates were replaced in 2019 and the third gate is the last gate to be replaced. 

Major elements of the project include:

(1) Structural demolition, fabrication and installation of gate trunnion end frames, trunnion yokes, wire rope for the hoist system, rib stiffeners, lead-based paint abatement, painting, removal and replacement of seals and seal hardware, and machinery platform locating and installation.

(2) Equipment demolition and replacement including brake-motors, gear reducers, line shaft bearings, parallel shaft reducers, couplings, limit switches, hoist drums, gate rollers, and gate operation testing.

(3) Replacement of spillway power feeders from the intake tower to the new spillway distribution center, spillway power distribution, replacement of all (3) gate control cabinets, installation of local pendant control centers, installation of portable floodlight receptacles on the machinery platforms, installation of spillway receptacle stations, staff gauge light fixtures, and installation of portable generator receptacle for emergency backup spillway power.

The construction start date for in-water work activities is expected to begin on 15 July 2023 and end on 15 October 2023 with a final construction physical completion date 540 days after Notice to Proceed.

Acquisition Strategy: The solicitation will be a request for proposal (RFP). Best Value/Trade Off source selection process will be used in the evaluation of proposals. Evaluation criteria will be stated in the RFP. This aquisition will result in a single firm-fixed-price contract.

Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a 100% Small Business set-aside, utilizing other than full and open procedures. This e􀃍ort is classified through the North American Industry Classification System (NAICS) under code 237990, Other Heavy and Civil Engineering Construction (Size Standard: $36.5M).The FSC is Z1KA - Maintenance to Dams.

Proposal Period: The solicitation is scheduled for release on or about 08 June 2022. The tentative date for receipt of proposals is on or about 08 July 2022.

THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT 8 JUNE 2022. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
