Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source modification to Raytheon Company, Raytheon, 1151 E Hermans Road, Tucson, AZ 85756-9367 for the completion of upgrades to Block IV Tomahawk test equipment for obsolescence and Military (M)-Code Compatibility under Cost-Plus-Fixed-Fee (CPFF) Contract, N0001919C0083. The scope includes engineering, systems engineering, analyses, integration, test, and external program support/supplies/services for the Tomahawk Weapons System (TWS) Hardware in the Loop (HIL) / Software in the Loop (SIL) Interface Rack (SIR). This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. § 3204(a)(l) (formerly 10 U.S.C. 2304 (c)(l)[l]) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. Raytheon is the sole designer, developer, and manufacturer of Tomahawk, and as such, is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government's requirement. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
