Description

Notice of Intent --

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Toptica Photonics located in Farmington, New York on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for a Transducer Laser System with an ultra-low noise, widely tunable, fiber coupled, single frequency laser system with a nominal wavelength of 1064 nm.  This laser system will be essential for the operation of microwave-optical transducer devices being developed. This transducer laser system shall have the same optical performance of transducers currently installed at NIST.

Specific Requirements for the transducer laser system are as follows:

  • Nominal wavelength: 1064 nm
  • Frequency noise: 18 Hz/Hz1/2
  • Tuning range: 40 nm minimum
  • Mode-hop free tuning
  • Phase locking system: PDH locking with PID control
  • Fiber delivery system: single mode, PM type
  • Optical isolation: > 45 dB
  • Optical power: >50 mW
  • Bench top unit, manual and remote control

This shall be provided and accomplished in accordance with the specifications attached herein.

NAICS Code is 334516 – Analytical Laboratory Instrument Manufacturing, with a Size Standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Toptica Photonics for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 4/15/2022. Any questions regarding this notice must be submitted in writing via email to lia.arthofer@nist.gov . All responses to this notice of intent must be submitted to lia.arthofer@nist.gov no later than 4/13/2021 at 10:00 a.m. MST.
