Description

Presolicitation Notice Presolicitation Notice Page 4 of 4 The South Texas Veterans Health Care System (STVHCS) through its Health Care for Homeless Veterans (HCHV) program, is seeking 24-hour-per-day, 7-day-per-week (24/7) community based, recovery model, supportive housing within the city of San Antonio, that provides therapeutic and rehabilitative services in a safe environment to homeless, eligible Veterans. Contractor shall provide housing, case management services, and rehabilitative services within the city of San Antonio for Veterans experiencing homelessness and/or chronic homelessness as defined by the U.S. Department of Housing and Urban Development (HUD), including Veterans diagnosed with severe mental illness and substance use disorders, in community-based residential facilities. The term of the contract is a base year plus four (4) one-year option periods. Solicitation documents are anticipated to be available on October 18, 2023, or shortly thereafter and will be posted via the Contract Opportunities website. Prospective Offerors should not expect notification of issuance of amendments other than via the Contract Opportunities website and are responsible for obtaining all amendments as posted. Prior to submission of a quote, Offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work and terms and conditions of the requirement(s). The solicitation will be available for download from SAM.gov | Contract Opportunities. Interested Contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to Contractors about the quote submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the Contract Opportunities website so that they are notified of the issuance of the solicitation and any amendments. Offerors are encouraged and are responsible for routinely checking this website for any solicitation amendments that may be issued throughout the proposal period. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the contract opportunities website, so they are notified of the issuance of the solicitation and any amendments.  In accordance with FAR 52.204-7, System for Award Management, prospective Contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code. Firms may obtain SAM information at https://www.sam.gov. To be eligible for award, Contractors must be registered in SAM.
