The Federal Emergency Management Agency (FEMA) has a requirement and is considering the issuance of a firm fixed price purchase order for the procurement and delivery of (40) duffle bags inclusive of materials and parts in support of disaster relief operations and to ensure a state of mission readiness.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FEMA is issuing a written solicitation in accordance with FAR Subparts 13.106-1 and FAR 15.405.
The solicitation number 70FB7022R00000013 is being issued for a request for price (RFP). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 314911 Textile Bag Mills.

Description of Requested Items/CLIN Structure
Purpose
The Department of Homeland Security, Federal Emergency Management Agency (FEMA) requires forty (40) duffle bags in support of Regional and NIMAT materials and parts with transportation of FEMA issued equipment and FEMA identifiable clothing items required to maintain mission readiness.
Specification (Equal or Equivalent Specs)
The Contractor shall provide specifications and images with all proposed equipment per this request for price or will be considered incomplete.
- Water-resistant 1050D nylon and 1680D ballistic nylon
- Replaceable heavy-duty wheels, wheel housing, skid rails, corner protectors, and U feet (rated for 150 lbs.)
- Self-retracting grab handles and top carry handles
- Dual clear vinyl document storage pockets and business/ID card holder
- 5 external zippered pockets with name tape and morale patch holders
- Internal adjustable loop-sided dividers, web MOLLE platform and light-colored interior lining
- Internal fiberglass rods allow for easy loading and the bag to stand on its end or compact storage when removed
- Compression molded side panels with impact resistant bottom base panel
- Protected additional lower drop compartment for weapon storage or cargo with two retention straps
- Top and side compression straps
- Removable webbing strap with buckle including for tethering
- Lockable zippers
- Main compartment: 40” H x 20.5” L x 16.25” D

The contractor shall provide or include a pricing chart regarding this Request for Price inclusive of product pricing, and delivery fees per location. Additionally, the Contractor must provide an image, product description, and specification of proposed equipment for this request for price.
