Liquefied Natural Gas (LNG) for Stennis Space Center--Notice of Intent to Sole Source

NASA/KSC has a requirement for an estimated 2,400,000 gallons of liquefied natural gas for NASA’s Stennis Space Center (SSC).

NASA/KSC intends to issue a sole source modification to acquire liquefied natural gas from Pivotal LNG LLC, contract number 80KSC020D0019.  The NASA/SSC liquefied natural gas requirement will be added by modification to the awardee’s existing contract.  NASA/KSC will execute this modification under the authority of FAR 6.302-1(a)(2) due to only a single source being technically capable of acquiring, delivering, and continuously supplying the amount of liquefied natural gas needed at NASA/SSC.

NASA/KSC will be the procuring center for this effort.  Performance will be located at NASA/SSC.

The Government intends to acquire the commercial item using FAR Part 12.

The NAICS Code for this procurement is 325120.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Brenda Teachworth at brenda.l.teachworth@nasa.gov not later than 4:30 PM (Eastern) on August 9, 2023.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
