Description

The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) intends to procure life cycle sustainment and engineering support services for the Voice and Data Recorder (VADR) using a Firm Fixed Price (FFP) contract. The anticipated contract will provide Operational Flight Program (OFP) software, hardware, integration, testing, to include the procurement of additional VADR units, as required. The proposed source is GE Aviation Systems LLC, 3290 Patterson Avenue, Grand Rapids, Michigan, 49512-1991. The associated NAICS code is 334511.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. GE owns the technical data rights for the VADR and they are unwilling to sell the technical data package at this time. To reverse engineer or wholly replace all units would result in substantial duplication of cost and unacceptable delay.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
