Description
The United States Government, represented by the United States Agency for International Development Office of Inspector General (USAID/OIG), is soliciting proposals from qualified businesses/GSA contractors under Schedule 54151HACS – Information Technology - IT Services. The applicable NAICS code is 541519. This request for proposal seeks contractors holding the Highly Adaptive Cybersecurity Services Special Item Number, 54151HACS, and the contractor must be categorized in the following
HACS subgroups, Penetration Testing & Risk and Vulnerability Assessments. The requirement is for technical services in support of the agency's independent evaluations and audit. Such technical services may include external network penetration tests; internal network vulnerability assessments; Wi-Fi, cell phone, and oracle database tests; and related training of staff, as described further in the Statement of Work (SOW) provided as part of this RFP.
For this solicitation, under best value source selection, non-price evaluation factors, when combined, are significantly more important than price. However, an offeror will not be selected for award on the basis of superior capability without consideration of the price. Proposals will be evaluated on the basis of the criteria described in the Instructions to Offerors reference document. Also contained in this attachment are proposal preparation instructions. The anticipated term for this contract shall be a one-year base period with four (4) one-year option periods.
