Description

The Defense Language and National Security Education Office (DLNSEO) requires support services for a contract to examine policies and procedures to identify and document Language, Regional Expertise, and Culture (LREC) requirements and their impact on Force Design, Force Development, and Force Employment.

The Contractor shall provide all labor, personnel, and equipment necessary to provide an analytic review of current select Combatant Command(CCMD) Theater Campaign/Operation Plan to identify those activities performed across the CCMD that would require proficiencies in foreign languages, regional expertise, and culture, and assess the risks and time factors for achieving mission success while concurrently  identifying solutions across Doctrine, Organization, Training, Materiel, Leadership and education, Personnel, Facilities and Policy (DOTMLPF-P) for the Joint Staff, CCMDs, Services, and Offices of the Secretary of Defense to improve identification and documentation of LREC requirements in support of Joint Force operations to inform Force Design, Force Development, and Force Employment.

The Contractor shall perform these functions in support of the CCMDs headquartered at the following locations: U.S. Africa Command and U.S. European Command – Stuttgart, Germany; U.S. Central Command and U.S. Special Operations Command – Tampa, Florida; U.S. Cyber Command – Ft Meade, Maryland, U.S. Indo-Pacific Command – Honolulu, Hawaii; U.S. Northern Command – Colorado Springs, Colorado; and U.S. Southern Command – Miami, Florida.
