Description

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source purchase order on behalf of the Armed Forces Medical Examiner Systems (AFMES) to LIPOMED, INC. located at: 150 Cambridge Park DR STE 705, Cambridge, Massachusetts 02140-2300 under the authority as prescribed in FAR 13.501(a), Sole source (including brand name) acquisitions, as there is only one source reasonably available that will satisfy agency requirements. This requirement is for the purchase of Certified Reference Standards.

The AFMES has been established as a subordinate command of the Defense Health Agency (DHA) to perform forensic pathology investigations in accordance with Section 1471 of Title 10, U.S.C., and, exercises DoD scientific authority for the identification of remains of DoD Affiliated Personnel from both past and current conflicts as provided in Section 1509 of Title 10, U.S.C.

The forensic testing procedures at AFMES require certified drug reference standards, in accordance with the Department of Defense (DoD) Instruction 5154.30, Armed Forces Institute of Pathology Operations, from Two (2) different sources for quantitative assays, and calibration stock solutions in order to meet ISO and ABFT standards.

Lipomed, Inc. is the only Contractor that can supply all of the required Reference Standards that AFMES needs in order to meet these standards, and has also been certified by the American National Standards Institute (ANSI) National Accreditation Board (ANAB) with dual accreditation to ISO/IEC 17025:2017, and, ISO 17034:2016, which is important for testing and laboratory accreditation within the Forensic Community.

This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request for Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 24 August 2022 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 24 August 2022.
