Description
BLM will issue Solicitation Number 140L3624Q0002 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include:
* Reworking of the existing propane (Liquefied Petroleum Gas) pipes and potable water lines associated with the installation.
* Installation of new exhaust and combustion air vents.
* All labor, materials, equipment, special tools and supervision of services to rework propane lines, potable water lines, and install all required venting according to the manufacturer¿s instructions.
** Currently there is no electrical service in proximity to the water heater closet.
** Proposed heater assumed to require a 120 V service for electronic ignition so this shall be included in the SOW, and subsequently in the cost submitted.
** Building electrical panel is horizontally within 50' of the Hot Water Heater closet.
** The building is one story and has a crawl space which may be used to install electrical circuits.
Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around November 16, 2023. The estimated price range of this acquisition is less than $25,000.00. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238220 and the associated Small Business Size Standard is $19.0 Million.
A single contract award will be made to the offeror that submits a quotation that has been determined to be the lowest-priced offer. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around December 18, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper offers.
The Government anticipates award of this procurement on or around December 22, 2023. The successful contractor will be required to commence work and complete the entire work ready for use within 60 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises.

All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products.
The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
