Description
Amendment 1:
1. Modifies page 1 of the Requirements and Specifications document to make Item 2 (Improved Fiber Path Matching Between Modules) an option to include in quotes, but no longer a minimum requirement.
2. Modifies page 3 of the Instructions and Evaluation Criteria - Basis for Award document to change Factor 1: Technical Capability such that Item 2 is no longer a requirements, but an option that may increase a vendors technical capability rating if they can achieve Item 2 capabilities.
All other terms and conditions from original RFQ posting remain in effect.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number NB672010-22-02098 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06.
The associated NAICS code 334413, Semiconductor and Related Device Manufacturing, has a small business size standard of 1,250 employees. This acquisition is being procured as a Total Small Business Set-Aside.
The National Institute of Standards and Technology's (NIST) Communications Technology Laboratory requires a fiber amplifier instrument with 10 or more matched erbium doped fiber amplfiiers in one rack mountable mainfram. Attached is the Requirements and Sopecifications describing other salient characteristics and contract requirements for this solicitation. All proposed items must meet all required listed in the Requirements and Specifications document (Attachment A).
Date(s) and place(s) of delivery and acceptance and FOB point (FOB Destination) are required in accordance with the attached Requirements and Specifications document.
The Government will award a firm fixed price purchase order resulting from the responsible offeror whose quotation conforming to the requirements of the solicitation represents the BEST VALUE to the Government considering the Government’s evaluation factors provided in the attached Addenda. See attached Instructions and Evaluation Criteria, and Basis for Award.
Inquires regarding the subject RFQ shall be submitted electronically to the contract specialist, Aaron Ritter, at aaron.ritter@nist.gov utilizing Attachment B - Question Submittal Form, no later than 10:00 am (Mountain Time) on June 21, 2022.
Quotes shall be submitted electronically to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov no later than 10:00 am (Mountain Time) on June 27, 2022.
