Description
This procurement is for NSNs: 5915-99-513-7648, Filter, Low Pass; 5985-01-333-9585, Antenna Subassembly; 5985-01-500-6338, Antenna; 5985-99-152-5631, Antenna; 5985-99-591-8206, Antenna; 5985-99-724-9437, Antenna. This requirement is an acquisition for an Indefinite Delivery Indefinite Quantity Contract (IDIQ) for six NSNs. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). Offers for parts other than the approved CAGE code and part numbers are subject to the terms of DLAD Procurement Note L04 Offers for Part Numbered Items (SEP 2016) and M06 Evaluation of Offers for Part Numbered Items (SEP 2016). Specifications, plans or drawings are not available. NSNs are being procured IAW approved manufacturers Code and Part Number (AMSC/AMC: 3R). Current Approved Sources: Chelton Limited (U1907) and Chelton, Inc. DBA Cobham Antenna (63563). The estimated Annual Demand Quantity is for each NSN is listed on the NSN Info Attachment. Quantity ranges and delivery schedule will be noted on the RFP. FOB and Inspection and Acceptance information will be listed in the RFP. The term will be a three-year base period with two, one-year options to be exercised at the discretion of the Government. The total duration (base plus option years) shall not exceed five years. Based upon Market Research, the Government is using the policies contained in Part 15, Contracting by Negotiation, in its solicitation. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, and delivery. The proposed contract is unrestricted.
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
This acquisition involves a consolidation of requirements IAW FAR 7.107-2 and has been determined necessary and justified. The determination will be posted with the solicitation IAW 7.107-5(c).
All responsible sources may submit a proposal, which shall be considered by the agency. All offers shall be in the English language and in U.S. Dollars. The solicitation will be available approximately 12/12/22 at https://dibbs.bsm.dla.mil/rfp. Anticipated Award date: 02/28/2023. Hard copies are not available.
