Early Past Performance submissions are due on 24 October 2022. In accordance with Section L, early Past Performance submissions, along with final proposal documentation, shall be uploaded into PIEE. PIEE does not allow for the organization of files into folders. Therefore, when uploading a large quantity of documents, Offerors may also upload a Table of Contents showing the organization of documents.

The purpose of Amendment 0002 is to update Att L-2 CE, Att L-3, Att. L-5 CRM, Att. L-6 Minimum Manning, Exhibit A CDRL A011, Section L Paragraph 4 Electronic Proposal Submission, Section L Volume 6 Contract Administration 6.f., and PWS paragraph 7.1. Additionally, Amendment 0002 extends the proposal due date to 11/01/2022 8:00am EDT.

Amendment to the RFP includes an extended response due date to Section A. Also, it is noted that there are minimal changes from the Draft RFP to the Final RFP. Therefore, while the Government hasn’t noted a formal Q&A period for the Final RFP, Offerors may ask questions which will be answered at the Government’s discretion. Additionally, it is the responsibility of Offerors to request the updated technical library documents as they have changed since the Draft RFP posting.

In accordance with Federal Acquisition Regulations (FAR) Part 15, the Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program Office (PMA- 226) is requesting proposals for F-16 Contractor Logistics Support (CLS). The resulting contract is for Organizational (O), selected Intermediate (I), and limited Depot (D) level maintenance and logistical support services for the Navy’s F-16A/B/C/D aircraft fleet, based at Naval Air Station (NAS) Fallon, Nevada and NAS Lemoore, California. This acquisition shall provide full lifecycle acquisition and sustainment support for the Department of the Navy (DoN) F-16 A/B/C/D Adversary assets. The resulting vehicle will be a Firm Fixed Price (FFP), Single Award Indefinite Delivery/Indefinite Quantity (IDIQ). The planned ordering period is five (5) year base and one (1), three (3) year option period. This acquisition will be awarded on the basis of full and open competition.

The proposal submission deadline is Monday 24 October 2022 at 1100 Eastern Time (ET). All volumes of the proposal shall be submitted electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil.

In accordance with the Procurement Integrity Act, 41 U.S.C. § 2101-2107, interested parties are reminded that their organizations are prohibited from obtaining any source selection information before the award of this contract. In addition to both criminal and civil penalties for individuals, the Procurement Integrity Act also provides administrative actions which include, but are not limited to, cancellation of the procurement if has not yet been awarded, rescission of the awarded contract, and the initiation of a suspension or debarment proceeding.  To ensure compliance with the Procurement Integrity Act, interested parties are strongly encouraged to limit all communications related to this procurement (i.e. N0042122R0178) to the Contracting Officer and the Contract Specialist listed within the solicitation; interested parties are strongly encouraged to refrain from discussing any information related to this procurement with any other Government personnel.
