Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation W50S7Y-22-Q-0004 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective 26 May 22. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 721110 and the small business size standard is $35M.
The Government intends to fulfill this requirement by awarding a firm fixed price contract. Evaluating criteria will be based on price, past performance, and venue availability date IAW FAR 13.106-1(a)(2).
Description: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Yellow Ribbon Reintegration Program (YRRP) events as defined in this Performance Work Statement, including COVID-19 safety precautions.
Period of Performance: 16-18 September 2022.
Place of Performance: Location TBD based on quotes received.

Instructions to Offerors:
FAR provision 52.212-1, Instructions to Offerors – Commercial (NOV 2021), applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
- Quoted amounts need to be net prices without tax
- The Government reserves the right to award on an "All or None" basis
- Quotes, attachments, and all other correspondence as listed in this solicitation must be emailed to 190ARW.Contracting.Org@us.af.mil
- All questions are to be submitted to the email address above by 17 Aug 2022 @4:00 PM CST
- Quotes are due by 31 Aug 2022 @3:00 PM CST
- Quotes shall not exceed 10MB in size
- The anticipated award date is 07 Sep 2022
- If a third party vendor quotes on this requirement and is awarded the resulting purchase order, they must have representatives on site to interface with venue personnel

Evaluation Criteria:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on all or none and best value to the Government. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government's best interest. Quotes will be evaluated on price, offeror's ability to meet the venue requirements listed in the performance work statement, and past performance based on a review of FAPIIS and SPRS. Award will be based on the offer that represents the best value to the Government.
NOTE: The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. No adjectival ratings will be assigned to the evaluation factors. The award will be based on price and other factors as listed above. The lowest priced offer may not necessarily represent the best value to the Government.
