NOTICE OF INTENT TO ISSUE SDVOSB SOLE-SOURCE AWARD TO VETERAN EQUIPMENT SALES

The 911th Airlift Wing MXG Metals Fabrication Shop, Coraopolis, PA has a requirement to establish a purchase order for  diagnosis/assessment of their Veteran Equipment Sales (VES) Paint Booth, Blast Booth and air shower, repairs to stated equipment and training of Fabrication Shop personnel.  VES is the Original Equipment Manufacturer (OEM) for this equipment. Market research has determined that VES is the only source capable of providing the required diagnosis, repairs and training as they provide their own certified technicians to work on their equipment.  VES has no relationship with any other entity to provide service on their equipment. Therefore, the government intends to procure these services on a sole source basis from VES.

PER FAR 19.1406, THE GOVERNMENT ANTICIPATES MAKING AN AWARD TO VES ON A SOLE SOURCE BASIS AS A SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERN.  VES IS THE SOLE AND EXCLUSIVE PROVIDER OF SERVICE FOR THEIR EQUIPMENT.  NO OTHER REPRESENTATIVE OR AGENT IS AUTHORIZED TO REPRESENT VES IN THE SERVICING OF THEIR EQUIPMENT. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES

Per FAR 5.207(c)(16)(Ii), all responsible SDVOSB sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The deadline for submission of questions and/or capability statements, proposals, or quotations relating to this requirement is Thursday, 9 March 2023 at 3 pm EST. Capability Statements/quotes or questions received after this deadline will not be accepted.

Information received from SDVOSB concerns will be considered solely for the purpose of determining whether to conduct a competitive procurement.  The 911th Airlift Wing will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. A determination by the Government to compete this requirement as a competitive SDVOSB set-aside based upon responses received as a result of this notice is solely within the discretion of the Government.

Any prospective concern must be registered in the System for Award Management (SAM) as a SDVOSB and certifed by the SBA as a SDVOSB in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE FOR FA671224Q0099 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Paul Davisson, Contracting Officer, at paul.davisson@us.af.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
