Description

AMENDMENT 0001 changes the Solicitation Offer Due Date in Block 8​​​ FROM: 8/8/2023 TO: 8/15/2023; and under Section C.2 Price Proposal, changes the submittal date FROM: August 30, 2023 TO: September 6, 2023 the offeror agrees to hold the prices in its proposal firm for the price group. All other terms and conditions remain unchanged.

SOLICITATION 47PA0723R0004 – FY23 R11 NCR Competitive Electricity Supply

The U.S. General Services Administration (GSA) is requesting proposals for the supply and transmission of all electricity supply commodity components up to the Delivery Point, and to act as Transaction Manager for two (2) separate Power Purchase Agreements for Federal facilities, located in the local distribution utility service territories in the District of Columbia and State of Maryland. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities.  The Government is soliciting offers for a TWENTY-FOUR (24) MONTH BASE TERM with THREE (3) ONE-YEAR OPTIONS. Renewal of the contract option years will be at the discretion of the Government. The service start date for each account shall begin with the first utility meter read date specified by the applicable utility for the month of October 2023.  The total annual estimated quantity to be solicited is 349,800,571 kilowatt-hours (kWh).  The contract(s) awarded will be Firm Fixed-Price. The solicitation is issued as a Request for Proposal.  Additional requirements may be added by amendment.  Please review all documents and attachments to this solicitation.

All responsible sources are encouraged to submit a responsive and complete proposal.  Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the Public Service Commission of the District of Columbia or Maryland Public Service Commission, to provide electric supply to retail electric customers, are Electronic Data Interchange and otherwise, suitably qualified by the LDUs in which physical delivery will take place.

Technical proposals must be received no later than 3:00 p.m. EDT on August 8, 2023.
