Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued.

FEMA is issuing a Request for Quotes (RFQ) under FAR Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. The Government anticipates awarding a Firm Fixed Price (FFP) type purchase order that demonstrates the best value to the Government.

The purpose of this requirement is to procure 75,000 lbs. of rice (25,000 bags of 3lb bags of rice) to be delivered to DC Caribbean.

Please submit an electric copy of your best and final proposal and price quote to Rashurn Harrison, Contracting Officer, Rashurn.Harrison@fema.dhs.gov and Doris.evansmetcalfe@fema.dhs.gov no later than 1:00pm, EST on Friday, April 29, 2022.

All questions must be submitted via email to Isaac.Chapple@fema.dhs.gov and Doris.evansmetcalfe@fema.dhs.gov by no later than 11:00am, EST on Friday, April 15, 2022.

Quotes MUST be good for 30 calendar days after close of the solicitation.

This solicitation requires registration with System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be “ACTIVE” at time of award. Data Universal Numbering System (DUNS) and Cage codes must be included in the quote.

Upon receipt of quote, the Government shall verify the Offeror followed the formatting directions and is not listed in the Excluded Parties List System (EPLS). Offerors found on the EPLS shall not be considered for award, in accordance with FAR 9.405(3).
