Notice of Intent to Sole Source additional design efforts by increasing the capacity and extending the ordering period on Contract No. W912DS19D0009;  Quinlivan, Pierik and Krause - Architects/Engineers (QPK)

This Notice of Intent to Sole Source is being published in accordance with Federal Acquisition Regulation (FAR) requiring dissemination of information on proposed contract actions. This is a notice of intent to increase the dollar amount (capacity) of Contract No. W912DS19D0009 by $2M and extend the ordering period of the contract two  years in duration. The statutory authority for this sole-source procurement is FAR 6.301-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The U.S. Army Corps of Engineers, New York District intends to increase the dollar amount (capacity) and extend the ordering period of Contract No. W912DS19D0009. The services currently being provided under Contract No. W912DS19D0009 are general architect engineering services to include support of the Sustainment, Restoration, and Modernization (SRM) program, military construction programs, and other non-military construction programs within the U.S. Army Corps of Engineers’ New York District and North Atlantic Division boundaries.  Additional capacity and time are necessary so that QPK may continue design efforts already started for three projects only.

Modification P0006:  Mahan Hall, Storm Leaders

Total additional capacity required:  $2M

Total additional ordering period extension required to complete these efforts: 2 years

Note that any contractor performing the continued design efforts identified above for the three projects going forward must assume all design liability for the project designs.

This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.

It is anticipated the modification will be made within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capability to meet this requirement. The approved Justification and Approval (J&A), for this modification will be posted following the closure of this notice.
