Description

The Federal Aviation Administration (FAA) has a requirement Basic Ordering Agreements (BOA) for Design/Build (D/B) and Bid/Build (B/B) services required by the Air Traffic Control (ATC) Facilities and other programs necessary to perform its mission.  

Offerors may submit a proposal for one (1) or more of the BOAs listed below. The FAA anticipates this SIR will result in the following BOAs, but reserves the right to award more or less:

  1. The government anticipates awarding up to five (5) Small BOAs for the Eastern Service Area for Bid/Build projects ranging from $10,000.00 - $500,000.00.
  2. The government anticipates awarding up to five (5) Small BOAs for the Central Service Area for Bid/Build projects ranging from $10,000.00 - $500,000.00.
  3. The government anticipates awarding up to five (5) Small BOAs for the Western Service Area for Bid/Build projects ranging from $10,000.00 - $500,000.00.
  4. The government anticipates awarding up to five (5) Medium BOAs for the Eastern Service Area for Bid/Build projects ranging from $500,000.00 - $2,000,000.00.
  5. The government anticipates awarding up to five (5) Medium BOAs for the Central Service Area for Bid/Build projects ranging from $500,000.00 - $2,000,000.00.
  6. The government anticipates awarding up to five (5) Medium BOAs for the Western Service Area for Bid/Build projects ranging from $500,000.00 - $2,000,000.00.
  7. The government anticipates awarding up to five (5) Small BOAs for Alaska for Bid/Build projects ranging from $10,000.00 - $500,000.00.
  8. The government anticipates awarding up to five (5) Medium BOAs for Alaska for Bid/Build projects ranging from $500,000.00 - $2,000,000
  9. The government anticipates awarding up to five (5) Nationwide BOAs for Design/Build and Bid/Build projects ranging from $2,000,000.00 and above.

Review all attachments pertaining to this solicitation prior to submitting a proposal. Please note the FAR references cited in are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).

This SIR/RFP is being posted in accordance with Federal Aviation Administration (FAA) Acquisition Management Policy, Section 3.2.1.3.11 Public Announcements. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR.

A virtual meeting is scheduled for January 19, 2022 at 13:00 ET via Zoom. Interested vendors must submit their request to attend to Katie Fogle at Katherine.fogle@faa.gov no later than January 17, 2022. A Zoom link we be sent out to all registered vendors prior to the meeting.

All questions must be submitted in writing to the Contracting Officer, Katherine Fogle at katherine.fogle@faa.gov, no later than January 27, 2022.

Proposals must be received in the inbox of Katie Fogle at Katherine.fogle@faa.gov no later than 17:00 ET on February 4, 2022.

Offeror must request receipt for submission if so desired. All Amendments issued, if any, must be signed and submitted with the Offeror’s submission. Offerors are cautioned that proposals may take significant time to process electronically before reaching the inbox. Delays in transmission will not excuse a late delivery.

Any proposal received after 17:00 PT on February 4, 2022 will be considered non-responsive and deemed ineligible for award. Proposals must be in accordance with Section L and Section M to be eligible for award.

Offerors must be in registered in www.SAM.gov to be eligible for award.
