*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Upright Scaffold USA LLC of Stevensville, MD for the purchase of an additional 20 meters of compatible scaffolding to replace existing bottom portions of the current tower located in Antarctica.  

***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA), Global Monitoring Laboratory (GML) monitors the atmospheric air trace gas measurements and sampling in Amundsen-Scott South Pole Base, Antarctica (NPX). The scaffold-style tower already constructed at NPX is made of heat-treated aluminum alloy that is only manufactured by this brand and the vendor does not have authorized resellers. Replacing this material with steel on a one to one basis would cause increased deterioration as well as an increase in safety concerns about the material condition during the winter months of more extreme weather patterns reaching up to 150 miles per hour and negative 100 degrees Fahrenheit where the tower cannot be inspected as frequently or thoroughly.

 Delivery is due by 2/29/2024.

***This notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
