TEAMS-Next Facilities Lifecycle Management (FLCM) Solicitation

The Missile Defense Agency (MDA) is issuing this solicitation to procure Facilities Lifecycle Management (FLCM) services under the Technical, Engineering, Advisory and Management Support-Next (TEAMS-Next) acquisition for the MDA.  The FLCM requirement will consist of supporting the MDA with advisory and technical services supporting: 1) facility and infrastructure planning and programming for real property asset management; 2) facilities and infrastructure design, acquisition, construction oversight, and configuration management; 3) integration and operations functions to facilitate and synchronize enterprise wide strategic planning, acquisition, and financial management activities; and 4) site activation, deployment, and integration for real property and infrastructure for MDA’s integrated layered Missile Defense System (MDS).

The requirements in this Request for Proposal (RFP) are for Agency-wide FLCM services directed by the MDA Mission Support (MS) Directorate’s Real Property Investment and Deployment (MSR) organization.  The RFP for the TEAMS-Next FLCM contract is available for review.  The release of this RFP is not a commitment by the Government to award a contract.  The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this RFP.

The MDA intends to competitively award a single Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract based on a Full and Open competition.  The North American Industry Classification System (NAICS) code for this acquisition will be 541330 (Engineering Services) under the Military and Aerospace Equipment and Military Weapons Exception with a Small Business Size Standard of $41.5M.  The contract will be for a base period of 3-years, with two 1-year options, and one 6-month option.

To be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://www.sam.gov.  Paper copies of the solicitation will not be issued.  The solicitation may be accessed electronically only via the beta.SAM.gov website.  Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued.  If you are interested in saving searches, following contract opportunities, requesting secure documents, or signing up for an Interested Vendor List, you will need a login.gov account in beta.SAM.gov.
