Combined Synopsis/Solicitation (Best Value)
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the procurement of Caterpillar generator spares.
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2120-23-00914 is issued as a firm fixed price, commercial, request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.
(iv) The NAICS code for this acquisition is 335312 – Motor and Generator Manufacturing. This solicitation is being posted as a brand name justification, small business set aside with a small business size limit of 1,250 employees. We will only be accepting quotes from Caterpillar Authorized Distributors for this solicitation.
(v) Line items are as follows:
CLIN 1: Replenishment of Caterpillar 3508 and 3512 Ship Service Diesel Generators (SSDGs) spares for maintenance, repairs, and emergencies.
(vi) Description of requirements for the items to be acquired: The NOAA ship Pisces requires the procurement of Caterpillar generator spares for both the 3508 and 3512 ship service diesel generators:
- Parts listed on the Statement of Need
(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 5/5/2023: NOAA Ship Pisces, 151 Watts Avenue, Pascagoula, MS 39567.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
(ix) The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Please see attached Terms and Conditions for specific evaluation criteria.
