Description

DESCRIPTION: The 17th Contracting Squadron at Goodfellow AFB, TX is issuing a Request for Quote (RFQ) for a SCBA Air Compressor. The Contractor shall provide all personnel, equipment, tools, material, transportation, labor, and supervision required to manufacture, mount, and deliver all required equipment on a trailer in accordance with (IAW) Attachment 1 - SOW - Statement of Work - SCBA Air Compressor.

NOTICE TO CONTRACTOR(S): Funds are currently available for this procurement. Additionally, the Government reserves the right to cancel the solicitation before or after the specified closing date. The Government has no obligation to reimburse an offeror for any costs. The purpose of this notice is to meet the requirements at FAR 5.201. 

TYPE OF CONTRACT AND NAICS: This RFQ will be for one (1) Firm-Fixed-Price (FFP) Purchase Order. The North American Industry Classification System (NAICS) code for this project is 333912 - Air and Gas Compressor Manufacturing, and the small business size standard is no greater than 1,000 employees. 

TYPE OF SET-ASIDE: This acquisition is set-aside for 100% Small Business. 

DISCUSSIONS: The Government currently intends to make award without discussions. However, the Government reserves the right to hold discussions if it is in the Government's best interest to do so. 

REGISTRATIONS: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for a Government contract award. If, at the time of award, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. It is the Contractor's responsibility to monitor the SAM.gov website for information, updates, and amendments regarding the solicitation. 

SITE VISIT: The site visit is highly encouraged and travel to the site visit will be at company's expense. A pre-quotation site visit will be conducted at Goodfellow AFB, TX on Friday, 07 February 25 at 08:30 CST, with attendees meeting at the Visitor Control Center at the Jacobson Gate, Kearney Blvd (Goodfellow AFB South Gate). Vendors who wish to attend are to submit the names of all attendees (no more than three (3) attendees) to the Civil Engineer Point of Contact (CEPOC) by 10:00 AM CST, on Tuesday, 4 February 2025.  Include the attendees’ last four of their Social Security, date of birth, ID number, and state of issuance.

EVALUATION: Evaluation factors for Award are detailed on page 35 of the attached solicitation (FA303025Q0017). The Government will utilize Lowest Price Technically Acceptable (LPTA) procedures and factors as detailed in the Evaluation Criteria. Please review all factors and criteria fully and carefully.

INSTRUCTIONS TO OFFERORS: Please fully and carefully review all required Instructions to Offerors on p.34 of the attached solicitation.  Failure to comply with any of requested requirements in this Instruction to Offerors or any provisions may constitute sufficient cause to justify rejection of a quote.

QUESTIONS & ANSWERS (Q&A): Please submit any questions relating to this solicitation in writing no later than 4:00 PM CST on 10 February 2025 to Mr. Michael Haynes, michael.haynes.20@us.af.mil and 2nd Lt Armon Brown at armon.brown.2@us.af.mil. Answers will be posted as an amendment on SAM.gov no later than 4:30 PM CST on 11 February 2025. If there are no questions submitted, no answers will be posted as an amendment.

DUE DATE OF QUOTES: Quotes submitted in response to this solicitation are due no later than 4:00 PM CST on 14 February 2025. Quotes must be electronically sent by email to michael.haynes.20@us.af.mil and armon.brown.2@us.af.mil.

COMPLETION OF PERFORMANCE: Date of Latest Delivery - 120 Calendar Days from Date of Award.
