This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6: Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-22-R-0005 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-06 effective May 01, 2022, and the Defense Federal Acquisition Regulation(DFARS) effective April 28, 2022 Publication Notice 20220428. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being set-aside for 100% small business and only qualified offerors may submit quotes in accordance with FAR 19.502-2(a): Total Small Business Set-asides. The North American Industrial Classification System Code is 333241 (FSC/PSC 7320) with a size standard of 1000 employees.
The United States Property and Fiscal Office for Mississippi – Purchasing and Contracting Division, Flowood, MS intends to issue (1) firm fixed price purchase order for the items below. See Specifications and documents for full project description. Include all applicable fees, including delivery (prepay & add is not acceptable); warranty information; setup and training; and estimated delivery time, if different than requested. Basis for award is low price that meets the minimum requirements.
Quoted prices shall include itemized pricing for each Contract Line Item Number (CLIN) with a total amount per attached spreadsheet.
Scope:
Mississippi Army National Guard, CAMP SHELBY JOINT FORCES TRAINING CENTER in HATTIESBURG, MS is requesting KITCHEN EQUIPMENT for dining facilities to be brought up to operational status. The contractor shall provide all equipment and delivery of products as described; all equipment shall be commercial grade. The contractor shall be responsible for set-up & installation.

Submission Requirements:
Vendors must submit company information with their quote to include:
- Point of Contact Name (POC), POC phone number, POC email address, company CAGE Code, and company EIN number.
- Vendors must submit the Representations and Certifications with their quote only if they differ from, or have not been completed within, their System for Award Management (SAM) profile.
- Vendors must have an active registration in System for Award Management (SAM) to be eligible for contract award.
- Include all applicable fees, including delivery (prepay & add is not acceptable); warranty information; setup and training; and estimated delivery time, if different than requested as stated on the attached specifications.
Basis Of Award: Basis for award is low price that meets the minimum requirements.
A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government according to FAR Part 12: Acquisition of Commercial Items. To ensure timely and equitable evaluations of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ.
This notice does not obligate the Government to award the contract: it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Clauses and provisions incorporated by reference may be accessed via Internet at https://acquisition.gov/. Quotes must be for item(s) stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor.
In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). To gain access to the WAWF production system, contractors must acquire an account available at https://wawf.eb.mil/. This announcement is the solicitation which will result in a firm fixed price contract. Quotes are due no later than 5:00 P.M CST, Wednesday, 25 May 2022, to USPFO-MS, ATTN: Ms. Ariyel Bryant, Purchasing and Contracting, 144 Military Drive, Flowood MS, 39232 or emailed to ariyel.c.bryant.mil@army.mil. Questions regarding this requirement must be submitted in writing and NLT 23 May 2022 two days prior to date of RFQ closing to ariyel.c.bryant.mil@army.mil. NO PHONE CALLS WILL BE ACCEPTED. SAM is a mandatory requirement for all DOD Government contracts. You must be registered and have an active status in order to be eligible for award of contract.
