Description

Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation to provide Saltwater Disposal for Produced Water and Residual Hydrocarbons for the Amarillo, TX, Cliffside Helium Plant. The Contractor shall Pick up and dispose of liquid produced from the gas wells from two centralized storage tanks at the Cliffside camp and the containment area around the 4300-gallon tank which may contain residue. These tanks hold up to 5000 gallons and 4300 gallons. Two tanks are located at the Cliffside Camp, the BLM pump on the large tank struggles after 60 barrels so we will call when we have at least 80 barrels to pick up. These tanks are drained from the bottom and shall be completely emptied each time. This service will be provided on an as-needed basis. The contractor will be given at least 48-hour notice for pick-up and will need to remove the fluid within 48 hours of that notification. This work does not include any removal of solid waste material only the produced fluid from the gas wells. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation Number 140L0623Q0029 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 13, Simplified Acquisitions in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 effective January 19, 2021.
(iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 484220, Specialized Freight, with a size standard of $30,000,000.00.
(v) See the Statement of Work (SOW) document included in Attachment 1 for detailed requirements. The pricing schedule included in Attachment 1 is to be completed and returned with your quote.
(vi) The items to be acquired through this combined synopsis/solicitation are for Saltwater Disposal for Produced Water and Residual Hydrocarbons services for the Amarillo, TX, Cliffside Helium Plant.
(vii) Performance location is:
Specified in Section 1.02 of the Statement of Work.
(viii) FAR Provision 52.212-1, Instructions to Offerors ¿ Commercial Items, applies to this acquisition. Interested parties shall read and comply with all of the requirements. See Attachment 1 for additional instructions to quoters.
(ix) This acquisition is being solicited using FAR Part 13, Simplified Acquisitions, in conjunction with FAR Part 12, Acquisition of Commercial Items. Refer to Award Criteria for Award in Attachment 1.
To be eligible for award, the firm must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the firm being ineligible for award.
(x) Quoters shall be active in SAM and ensure that their Representations and Certifications are up to date. If a firm does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their submission.
(xi) FAR Clause 52.212-4, Contract Terms and Conditions ¿ Commercial Items applies to this acquisition. See Clauses and Provisions in Attachment 1 for additional information.

(xiii) Additional clauses that apply to this acquisition are provided in the Clauses and Provisions section of the solicitation. These clauses will be incorporated into the successful quoters¿ contract award. These provisions are incorporated into this solicitation but will not be incorporated into the successful quoters¿ contract award.
(xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
(xv) Quotes are due no later than Thursday September 31, 2023 @ 12:00 p.m. MST. Quotes shall be submitted in accordance with the instructions of the solicitation (see Attachment 1).
