Description

Indian Health Service (IHS), Phoenix Area Office on behalf of Phoenix Indian Medical Center (PIMC) is conducting this Sources Sought to identify contractors who possess the capabilities to provide non-personal PEST CONTROL SERVICES at PIMC, 4212 N. 16TH St, BLDG 9, PHOENIX AZ 85016.

This is not a Request for Proposal (RFP) or Request for Quotation (RFQ). Indian Health Service is utilizing this tool as part of market research. Your responses will assist IHS in the development of its possible RFQ/RFP and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.  Please respond identifying all of your socio-economic status in accordance with SBA size standard. If there are two or more Native American companies interested and willing to compete for this requirement, the solicitation will be set-aside to Native American or Indian Owned companies. Reference: Final Rule on Buy Indian Act.

HHSAR 352.232-71 Electronic Submission of Invoice Payment Requests (Feb 2022) will apply when this requirement is solicited and awarded. As stated:

(a) Definitions. As used in this clause— Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.

(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.

(c) The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.

(d) If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer's written authorization with each payment request. (END OF CLAUSE)

The subcontracting limitations are outlined in FAR 52.219-3, 52.219-14, 52.219-27, 52.219-29, and/or 52.219-30, as appropriate.
