INTENT TO SOLE SOURCE FIRE ALARM CONTROL SYSTEM MAINTENANCE COVERAGE

For: The contractor shall provide all labor, tools, equipment, management, supplies and any other items deemed necessary to perform the Preventative Maintenance of the Fire Alarm Control System as described in this Statement of Work (SOW).  The Contractor shall be an authorized Edwards manufacturer partner with manufacturer training and support for Edwards Systems Technology (EST) and fully capable of providing service, testing, repair, parts and programming to the Main Treasury Building and Freedman’s Bank Building for the referenced systems.  The contractor shall be responsible for periodic and day-to-day inspection and monitoring of all work performed to ensure compliance within the contract requirements. The contractor shall note any deficiencies found and coordinate with the Contacting Officer’s Representative (COR) for corrective actions within scope and document his corresponding file as to the outcome.

The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition with Convergint Technologies LLC with the approximate start date November 30, 2022.

A 12-month base period and four (4), 12-month option periods are contemplated for this acquisition. This is a continuation of service.

No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 12:00 PM, EDT on October 12, 2022. Responses shall be submitted to Ontario R. Jackson at Ontario.R.Jackson@irs.gov.

Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company UEI No and CAGE Code;

3. Point of Contact, and secondary contact, information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and,

5. A description of that product(s) and its overall capabilities.

It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the service mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
