Contractors responding are hereby notified that participation may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation. This is not a solicitation for proposals; no contract shall be awarded from this announcement. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this research. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses. Any information provided by industry to the Government as a result of this notice is strictly voluntary.

This is NOT a solicitation. Proposal is NOT requested and the Government is NOT accepting proposals at this time. This Draft Request for Quotation (RFQ) and its attachments are posted for industry review and are subject to change prior to their official release. The purpose of release of these draft documents is to facilitate an improve understanding of the Government requirements. Industry is encouraged to submit written questions regarding the draft documents using the Excel document provided, “ABDR Trailers Questionnaire-Draft RFQ”.
When submitting questions/comments/concerns please do not include an overview of your company/business, please do not restate how your company/business can complete the task differently or better. Please submit only questions/comments to help the Government enhance the solicitation or draft documents posted.

All questions shall be forwarded to the attention of the Contracting Officer via email to the PCO Ms. Chelsea Kuykendall chelsea.kuykendall@us.af.mil or Ms. Kaysi Simmons at kaysi.simmons@us.af.mil. Email responses are required to maintain a written record.
Purpose:
Produce and deliver ABDR Trailers that will reside at multiple oversea locations. The internal contents within the trailer must follow the basic configuration design of the ABDR Prototype Tool Trailer located at Wright Patterson AFB which serves as the foundation or “prototype”. ABDR Trailers must be capable of long-term sustainment in harsh weather environments and must include maintenance data necessary for lifetime sustainment. These trailers must contain non-hazardous tooling and parts required for execution of rapid repairs for aircraft. These trailers would be stored in facilities ranging from fully enclosed supply buildings, to open ended hangar storage, but deployed to Forward Operating Bases, and improvised landing locations outside, in order to support mission requirements.
Contract Length:
The ordering period under this proposed indefinite delivery indefinite quantity (IDIQ) contract action shall be from intiial contract award through each exercised option ordering periods for a Maximum contract length of ten (10) years.
Electronic procedures will be used for this solicitation.
Pre-Solicitation Conference:
The Government intends to hold a pre-solicitation conference via Microsoft Teams at a to be determined (TBD) date. Conference exact time, date and access information will be provided only to those that are interested in participating. If you are an interested vendor that would like to participate in the pre-solicitation conference, please email the PCO at chelsea.kuykendall@us.af.mil and kaysi.simmons@us.af.mil the following information no later than (NLT) call of business (COB) 03 Februrary 2025:

Charts for the pre-solicitation conference will be provided ahead of the conference.
This DRAFT RFQ and its attachments are posted to obtain industry feedback. Please provide any comments, questions, or concerns to the Contracting Officer via e-mail at chelsea.kuykendall@us.af.mil and kaysi.simmons@us.af.mil by COB 03 February 2025 using the Excel document provided, "ABDR Trailers Questionnaire-Draft RFQ". The Government will review all questions received and post the questions and answers on SAM.gov at its earliest convenience.
