Hangar Doors B130 Eglin AFB - FTFA 19-CR36

Eglin Air Force Base (AFB), FL has a requirement to replace remove and replace the two sets of hangar doors at Hangar 130 on Eglin AFB, FL.  The North American Industry Classification System (NAICS) code for this requirement is 236220 Commercial and Institutional Building Construction Contractors with a size standard of $39.5M.  Statement of Magnitude is between $5,000,000 and $10,000,000.  This is a Small Business Set-Aside competitive acquisition utilizing a best value source selection process and award will be made based upon the Best Value to the Government in accordance with FAR Part 15.3.

This project includes, but is not limited to the following, the new hangar doors will be replaced with new structural steel frame, insulated hangar doors rated to 150 mph with impact rated windows.  Provide four insulated hollow metal personnel doors with half glass windows, equipped with closers and panic hardware.  Install new door openers.  Remove and replace hangar door electrical circuits.  Replace existing rails and install new rail drainage system that ties into the existing storm water drainage system IAW Unified Facilities Criteria (UFC) 4-211-01.  New hangar doors shall match the look of the existing historic doors and windows.  The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the specifications.

8 June 2022 - Formal Release of Amendment 001

The purpose of Amendment 001 is:

1. To clarify email submittals will not be accepted.
2. To change the proposal submittal from the PIEE system to DOD SAFE. As part of this change, a link must be requested NLT than 72 hours prior to the proposal due date of 11 July 2022 at 1200 PM Central (local Eglin time). The deadline to request a DOD SAFE Link or a Base Access Pass is 8 July 2022 NLT 1200 PM Central (local Eglin time).
3. An updated Section L addressing these changes is provided. All changes have been highlighted.

15 June 2022 - Formal Release of Amendment 002

The purpose of Amendment 002:

1. Provide updated language in Section L 4.4.1 regarding submission of Past Performance Customer Questionnaires (Attachment L5). CPARS or previously completed Past Performance Customer Questionnaires (Attachment L5) for each project submitted on Attachment L3 (Past Performance Information) are acceptable. Revised language is highlighted for ease of reference.
2. Remove the requirement for bid-bonds, box 13b on the SF 1442.

Additionally, RFIs that have been answered to date are being posted (Hangr 130 Doors RFI Form_061522).

The RFIs and Amendment will be posted NLT Wednesday, 12 July 2022. The proposal deadline will be adjusted accordingly.

11 July 2022 - Formal Release of Amendment 004

The Purpose of this Amendment is:

1. To officially respond to RFIs. Hangar 130 Doors RFI Form_071122.
2. Post Addendum 001 in response to RFIs, which includes revised drawings.

The proposal due date will not be adjusted based on answers and Addendum being posted today.
